I guess you want to know how to create a table of contents. Create a new story on Medium, create a list of bullet points with appropriate links, click on the three dots at the top, select manage unlisted setting, select make the story unlisted yes, and then simply publish the story with the "meter my story so it is eligible to earn money" disabled. Once it's published, go to the story and click the three dots again to select "pin story".
