I’m not sure, but from a quick Google search, it seems like Justin Hall is considered to be the very first blogger (1994) and his blog links.net is still online!

As to the first blogging platform, apparently it was blogger.com, created by our very own Ev Williams and who apparently also coined the term “blogger” (although not the term “blog”, which seems to have been coined by Peter Merholz).
